The Wall Street Journal reports TikTok was able to bypass a privacy safeguard in Google's Android operating system to collect identifiers from millions of mobile devices. The method was hidden by what mobile phone security professionals describe as an "unusual added layer of encryption." It allowed TikTok to track users online without giving them the option to opt-out, a violation of Google's policies. The Journal determined TikTok stopped the practice back in November.
