Amid the surveillance "tug of war" intensified by a revelation from House Intelligence Committee Chairman Devin Nunes, R-Calif., that the U.S. "incidentally" collected information on President Donald Trump's transition team, The New York Times has released a primer on surveillance and privacy and their roles in international relations. The primer outlines what "incidental collection" means, how and if names are unmasked in the process, and what warrantless surveillance measures occur in the U.S. The report framed the Nunes disclosure as part of a larger saga "over whether the public should focus on the FBI’s criminal investigation into possible Trump campaign coordination with Russia in its meddling in the 2016 election or, instead, on Obama-era surveillance."
