Data protection authorities from Netherlands, Norway and the state of Hamburg, Germany, are requesting the European Data Protection Board to take a formal position on the so-called "pay or OK" targeted advertising model. Under Meta's new structure, EU users would either have to allow targeted advertising or pay to opt-out. In November 2023, the EDPB issued a binding decision banning Meta's targeted advertising practices.
