Kerry's piece focuses on remarks from lawmakers at the Senate Committee on Commerce, Science, and Transportation's privacy hearing Sept. 29, which included an open stance on inclusion of a right of action. Kerry, who previously expanded on the right of action concept, said the dialogue at the hearing provides "objective basis" for a bipartisan agreement.
