Speaking at the G20 summit, Xi said nations need to "establish 'fast tracks' to facilitate the orderly flow of people" and that the codes could be used to identify "health certificates based on nucleic acid test results." Human Rights Watch Executive Director Kenneth Roth said the proposal could become "a Trojan Horse for broader political monitoring and exclusion."
