In an op-ed for the Brookings Institution, former U.S. Federal Trade Commission Bureau of Consumer Protection Director Jessica Rich offers her take on how the commission can better address current and emerging privacy issues. Rich suggests the FTC consider launching a "Bureau of Data Protection," which would enforce privacy, data security and "broader data protection concerns." Rich also suggests a workshop to sort through roadblocks to a federal privacy law, including state law preemption and a private right of action.
