The European Commission’s latest proposal to police child sexual abuse material is unworkable, Center for Democracy and Technology Europe Office Director Iverna McGowan writes for Politico. She claimed the proposal would “create a mass surveillance regime across the European Union.” As currently constituted, the draft law would require all web hosting companies and communications providers to scan all content for CSAM and determine if it needs to turn the material over to law enforcement. She claimed providers would be more likely to overreport out of concern for legal liability.
