As states ramp up manual COVID-19 contact tracing across the United States, a rapidly growing corps of citizen data collectors will play a significant role in mitigating viral outbreaks. The privacy rules that govern these contact-tracing efforts are a patchwork of state and local laws, policies, contracts and best practices.
