The Information Commissioner's Office has launched guidance on how organisations can safely disclose information in response to specific requests from individuals.

"How to disclose information safely—removing personal data from information requests and datasets," published on 13 November, gives practical advice on what organisations should consider when providing information in different formats, for example when responding to a Freedom of Information Act (FOIA) request or replying to a Subject Access Request (SAR) under the Data Protection Act.

The ICO cites increasing instances where organisations have inadvertently disclosed personal data when responding to such requests, including a recent example where a local authority provided a freedom of information requestor with spreadsheets that they didn’t realise included "sensitive" personal data.

The guidance gives numerous practical examples of some of the "danger points" for organisations, including the use of hidden columns in spreadsheet documents (which can easily be revealed to provide more information than the sender intended) and ineffective redaction of electronic documents (whereby the redacted text can be seen when copied and pasted back into a text editor program, such as ‘Notepad').  

Finally, metadata can reveal when and where an image or photograph was taken (which should be removed before adding to the request with bespoke redaction software).
