The report examines the enforcement agencies in bills proposed by Reps. Anna Eshoo, D-Calif., and Zoe Lofgren, D-Calif., Sen. Kirsten Gillibrand, D-N.Y., and Sen. Sherrod Brown, D-Ohio., and compares them to the enforcement capabilities of the Federal Trade Commission.
