Three House panels are lobbying to be the authority on the encryption debate, The Hill reports. Leaders from the Homeland Security, Energy and Commerce, and Judiciary panels are aiming to take the lead in balancing user privacy with law enforcement to access encrypted phones. The initial move for control first appeared when Home Security Committee Chairman Michael McCaul, R-Texas, brought legislation forward to study the technology and send recommendations to Congress. McCaul’s legislation was sent to the Energy and Commerce, Judiciary, and Foreign Affairs committees, with Energy and Commerce given primary jurisdiction. Though the committee chairmen have chosen their words carefully, one industry member said, “If you read between the lines, you can see them really putting their foot down.”
