In the fall of 2012, both the U.S. HHS Office for Civil Rights (OCR) and the UK Information Commissioner’s Office (ICO) published guidance on data de-identification. The OCR guidelines intend to clarify how to interpret the U.S. HIPAA Privacy Rule's de-identification standards and provide certainty on some of the issues creating confusion among covered entities.
