EU-U.S. data flow discussions have hit an unexpected snag, and it has little to do with the subject at hand. EU officials are considering bowing out of the planned EU-U.S. Trade and Technology Council meeting Sept. 29 in Pittsburgh, Pennsylvania, in protest of a rift started by a U.S.-U.K. submarine contract with Australia.
