A complaint has been filed with New Zealand’s privacy commissioner after Horowhenua District Council employee Christine Toms discovered emails delivered to her work account were being intercepted by District Council Chief Executive David Clapperton, Stuff reports. A recently released draft audit on the District Council revealed that anyone placed on a “blacklist” would have their emails intercepted and potentially blocked or diverted. Clapperton stated that the electronic communication policy explains that email addresses are the property of the District Council. Office of the Privacy Commissioner Spokesman Charles Mabbett called this an area of “common misunderstandings” and went on to explain that “Council ownership of computer equipment or paper is one thing. Ownership of the information is a different question.”
