California Attorney General Xavier Becerra is threatening a lawsuit against the Trump administration if they follow through on a proposed change to the 2020 census that would require respondents to answer a question regarding their citizenship, The San Diego Union-Tribune reports. Co-led by Becerra, New York Attorney General Eric Schneiderman and Massachusetts Attorney General Maura Healey, the coalition of 19 attorneys general has sent a letter to U.S. Commerce Secretary Wilbur Ross, alleging that a proposal to include such a question would not only violate the U.S. Census Bureau’s obligations under the Constitution, the Administrative Procedure Act and potentially three other federal statutes, but also that it could result in a misrepresentation of state populations by discouraging immigrant participation in the official count.
