A spokesperson for Canadian Privacy Commissioner Daniel Therrien said that when the office concludes its investigation into the Facebook data breach, Therrien will not be able to impose fines even if Canadian privacy laws were breached, Global News reports. As an ombudsman, Therrien may make recommendations but lacks the power to impose fines. Speaking on the lack of political will for strengthening the commissioner’s powers, Michael Geist, a professor at the University of Ottawa specializing in information and technology law, said, “It’s hard to be optimistic about strengthening the Canadian privacy law framework given decades of neglect.” U.K. Information Commissioner Elizabeth Denham said, “The Canadian privacy commissioner’s powers have fallen behind the rest of the world.”
