One key official in the Obama administration testified earlier this month that he was not copied on the memo detailing the risks. Centers for Medicare and Medicaid Services Deputy Director and Deputy Chief Information Officer Henry Chao, who “is in charge of … the operations of the agency’s information systems security program,” said, “It is disturbing” that he was not copied on the memo, adding, “This is … a fairly nonstandard way to document a decision.”
