South China Morning Post reports on the work of Privacy Commissioner for Personal Data Allan Chiang, whose term comes to an end this August. “Most people taking up a new job enjoy a honeymoon period,” the report states, noting that for Chiang, that was not the case. When he became commissioner in 2010, “the first item on his desk was one of the city's biggest ever data-breach scandals,” the report states. "The Octopus Card scandal was a big turning point for Hong Kong. The whole atmosphere changed," Chiang explains, adding, "The public's understanding of data privacy issues was not high prior to this. After Octopus, this was strengthened."
