About the IAPP

Celine Guillou is an attorney in the Enforcement Division of the California Privacy Protection Agency. 

Prior to joining the Agency, Celine was in-house at Instacart. She has also served as outside privacy counsel to organizations across a wide range of industries. Working closely with business teams, she has advised on privacy compliance, regulatory issues and privacy-related disputes. 

 Celine spent the first decade of her legal career as a commercial litigator. She also co-founded two hospitality businesses. 

Celine obtained her JD at Columbia University and a Maîtrise de Droit from the University of Paris. She holds a CIPP/E certification from the IAPP.
