Privacy Officer/Senior Counsel

Chuck Bowen is Senior Counsel and Privacy Officer for Citizens Property Insurance Corporation, a not-for-profit government entity created by the Florida Legislature to provide property insurance to individuals otherwise unable to obtain it in the private market. Mr. Bowen is responsible for all elements of privacy law and privacy program management at Citizens. As Privacy Officer, Mr. Bowen analyzes privacy risk and coordinates mitigation efforts; consults with in-house clients on privacy-related issues; develops, maintains, implements and provides training on corporate policies relating to privacy and information security; and coordinates the development of Citizens’ data incident response plans.



Mr. Bowen received an undergraduate degree in Computer Science from Florida State University and worked for five years as a software developer before attending law school at the University of Virginia. He holds IAPP’s CIPP and CIPM certifications and is a Privacy Law Specialist. Prior to joining Citizens, Mr. Bowen was an associate at Tallahassee, Florida based law firm Hopping Green & Sams, where he focused on advising local government entities, and a Presidential Management Fellow at the United States Department of Housing and Urban Development.
