Sandra is the Senior Counsel, Head of Privacy for Asia of Refinitiv (formed from the Financial and Risk business of Thomson Reuters) since January 2019, based in Hong Kong, advising and implementing privacy strategy and practice for Refinitiv in Asia region.
Previously, Sandra worked in the Office of the Privacy Commissioner for Personal Data, Hong Kong (PCPD) for 10 years, the last position being Senior Legal Counsel, where she acquired a wide range of experience. She led a team of lawyers to provide legal and policy advice to the Commissioner, research on overseas data privacy developments, and handle projects such as review of the Personal Data (Privacy) Ordinance and cross border data protection. She helped produce guidance materials to assist organisations on the privacy obligations in Hong Kong (including the Guidance on Direct Marketing, Guidance on Personal Data Protection in Cross Border Data Transfer, Personal Data (Privacy) Law – A Practical Guide on Compliance,) as well as guidance to assist in complying with the General Data Protection Regulation (Booklet: European Union General Data Protection Regulation). She also participated in international enforcement cooperation and handled legal proceedings for the PCPD. Before working in the PCPD, Sandra was a lawyer in private practice with broad experience.
