About the IAPP

Judy is an experienced board director and risk professional, currently serving the Mitsui Sumitomo Transverse Insurance Board and Audit committee, a member company of publicly held MSIG NA Holding Company and serves on the Advisory Board for private equity held RadarFirst a SaaS-based incident response management platform.

Judy brings extensive experience in the risk, compliance, privacy, technology, and cybersecurity domains within the financial services, insurance, and health care industries where she has been responsible for setting the strategic direction of data, privacy, and cybersecurity programs and operations including advising on M&A, divestitures and IPOs. Judy has deep audit and financial knowledge, having taken a leadership role on non-profit finance committees boards. Additionally, she is passionate about innovation, AI and technology advancements. 

From 2016 to 2023, Judy held the position of Chief Privacy Officer at United Services Automobile Association (USAA), a Fortune 100 diversified financial services group of companies providing insurance and banking products and services. In this role she was responsible for all risk and compliance activities associated with the design, development, and operations of the enterprise information privacy program and operational excellence. In addition to ensuring close alignment with cybersecurity teams and requirements, she integrated advanced and innovative technology to mature and automate privacy and security risk management practices while maintaining compliance with breach notification laws and state, federal, and international data privacy regulations. In her role was responsible for advising on innovation, investments on start ups, M&A and divestitures. Prior to her time at USAA, Judy spent 19 years as Compliance, Anti-Money Laundering and Privacy Officer at Assurant, a multinational Fortune 500 insurance and business services company, supporting M&A, divestitures activity and the company’s IPO. 

Judy is a member of several professional affiliations, including Extraordinary Women on Boards and the National Association of Corporate Directors, and is a Certified Information Privacy Professional. She participates in various professional activities and speaking engagements, including the Executive Women’s Forum and the International Association of Privacy Professionals, and is a frequent Guest Lecturer at Marquette University Law School – Health Law course. 

Judy holds an Executive Master of Business Administration from the University of Wisconsin, a Graduate Certificate in Managed Healthcare from Carroll College, and a Bachelor of Arts in Management from Ottawa University. She has completed the cybersecurity-focused Intersection of Policy & Technology Executive Education Program at Harvard Kennedy School, the Women Leading from the Front Lines program through The West Point Thayer Leadership Program, and the Generative AI for Executives course offered by the Shelly Palmer Group.

She has previously served on several advisory, community, and local boards, including the Texas Cyber Security Collaboration Advisory Board; CORE El-Centro Milwaukee community board; and the San Antonio Public Library Foundation, where she held the roles of Treasurer, Executive Board Member, and Chair of the Finance Committee. She enjoys running, yoga, and traveling.
