Program Manager, Office of the National Coordinator for Health IT

Libbie Buchele is the program manager in the Office of the National Coordinator for Health IT’s Office of The Chief Privacy Officer (OCPO) at the U.S. Department of Health and Human Services. Libbie serves as the primary point of contact and manager on Human Resources, budget and procurement/acquisition program requirements to support the operations of the office.   In this role, she has become intimately familiar with the rules and regulations governing federal hiring for privacy professionals.  Libbie has also held other positions at HHS in the Office of Consumer Information and Insurance Oversight (the office now called the Center for Consumer Information and Insurance Oversight at Centers for Medicare and Medicaid Services) where she helped develop the administrative operations needed to set up the health insurance exchanges program) and the Office of the Assistant Secretary for Management and Budget, where she worked on Medicaid and Long-Term Care policies



Her career in health care also includes work with the Medicaid and CHIP Payment and Access Commission (MACPAC) and Unity Health Care, a network of community health centers in Washington, DC. At Unity Health Care, she supervised daily operations of two of the largest non-profit Federally-qualified health centers in Washington, DC, serving a diverse multilingual population of mostly uninsured and low income patients, and later served as director of revenue, where she oversaw the implementation of an electronic medical records system and developed and coordinated the training for front office staff on the new system.



Libbie has dual Master’s degrees in Public Policy (with a focus on information technology privacy policy) and Public Health from the University of Michigan.
