José Alvaro Quiroga León
José Alvaro Quiroga León is the Director of the National Authority for the Protection of Personal Data of Peru since August of 2011, member of the Executive Committee of the Iberoamerican Network for the Protection of Personal Data (Red Iberoamericana de Protección de Datos Personales). He chaired the multi-sectoral commission that drafted the Regulations to the Law for the Protection of Personal Data in Peru and has participated as a speaker at events in Peru, Mexico, Uruguay, Colombia, El Salvador, Bolivia and Ecuador.
He has a law degree from the Pontifical Catholic University of Peru, has been National Director of Justice, lecturer in Procedural Law, Contracts, Obligations and Personal Data Protection at the Pontifical Catholic University of Peru. He has a Master Degree in Civil Law and Diploma in "Design of Public Policies", "Market Legal Institutions" and "Public Management".
He collaborates in various arbitration centers and has published articles on Law, Civil Law, Civil Procedure and Personal Data Protection in Peru and Spain.
