Phyllis Marcus is a Partner at Hunton Andrews Kurth, focusing on privacy and advertising counseling for retail and consumer products clients. Phyllis served for 17 years in the FTC’s Bureau of Consumer Protection, including as Chief of Staff for Advertising Practices. She led the FTC’s 2013 COPPA review, overseeing landmark changes to the Rule.



Phyllis is Co-Chair of the ABA Antitrust Section’s Privacy and Information Security Committee. She is a Legal 500 Recommended Lawyer in Cyber Law and Data Protection and Privacy, and is frequently quoted in the media on issues relating to the FTC and children's privacy.
