Director, Privacy Oversight

Ms. Shannon Ballard is the Director of Privacy Oversight in the U.S. Department of Homeland Security’s (DHS) Privacy Office. In this capacity, she is responsible for developing and maintaining a robust privacy compliance oversight program in the DHS Privacy Office to ensure adherence to privacy compliance documentation and privacy laws and policies, in a manner that promotes consistent accountability across the Department.  In her additional role as Director of International Privacy Programs, she contributes to international policy development and advises senior DHS staff on international privacy law and policies.  Ms. Ballard builds an awareness of emerging privacy and disclosure issues through targeted educational and outreach opportunities tailored to DHS’s broad constituency and promotes DHS privacy best practices in the international arena.  



Ms. Ballard served as the DHS Data Privacy and Integrity Advisory Committee (DPIAC) Designated Federal Officer from February 2012 – October 2014, leveraging the expertise of DPIAC members for guidance on DHS programs and emerging privacy and disclosure issues.  Before joining DHS in 2006, Ms. Ballard was co-administrator of the U.S. – European Union (EU) Safe Harbor and oversaw data privacy issues in the EU, Korea, and Africa for the U.S. Department of Commerce.  Ms. Ballard has been a Certified Information Privacy Professional (CIPP/US/G) since 2006 and has been a public servant for over 25 years.
