Director of International Policy & Strategy

Ms. Evelyn Goh is responsible for developing and driving IMDA’s strategy for international Digital Economy engagements, identifying opportunities for IMDA’s Digital Economy interests in the international arena, and supporting Government-to-Government & Government-to-Business strategic partnerships.

Evelyn is also responsible for strategic bilateral and multilateral international engagements and participates in fora such as the APEC Data Protection Subgroup meeting where she is responsible for Singapore’s participation in the APEC Cross Border Privacy Rules (CBPR) and Privacy Recognition for Processors (PRR) Systems. She also serves as a member of the Joint Oversight Panel under the APEC Data Protection Sub-group.

Prior to her current role, Evelyn was at the Personal Data Protection Commission and was responsible for the formulation of policy and regulatory frameworks for personal data protection, as well as issuance of advisory guidelines under Singapore’s Personal Data Protection Act. She also oversees data and AI policies, as well as the data protection ecosystem development focusing on the implementation of the national trustmark certification and data protection technology guidance.

Evelyn had also served as the Director of Strategic Planning at the Infocomm Development Authority of Singapore where she was responsible for the corporate planning, research and statistics unit. She was also the Director of International at the IDA where she represented Singapore at various international ICT forums and served as the Convenor of the Liberalisation Steering Group at the APEC TEL Working Group.

During her four years at Gartner, Inc., Evelyn was involved in Gartner’s telecommunications research and advisory in Southeast Asia and China. Evelyn graduated with a Bachelor of Science (Computer Science and Information Systems) with Honours from the National University of Singapore.
