Senior Director of Privacy

Theodora Wills leads the State of South Carolina Department of Administration’s Enterprise Privacy Office (EPO) and serves as the State’s Chief Privacy Officer.  In this capacity, she oversees the day-to-day operations of the EPO and its programs, including the development, implementation, and monitoring of the statewide privacy program.  Her office also advises over 70 State agencies in the implementation of privacy intiatives.

Ms. Wills brings over 15 years of professional experience in the field of information privacy.  Her prior positions include serving as the Deputy Director for Privacy for the U.S. Department of Defense, and as the Director of Privacy Policy and Compliance Group with the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services.  Ms. Wills was also a consultant with several management consulting firms.  She began her career managing outpatient services in the U.S. Veterans Affairs Medical Center system, and the non-profit healthcare environment. 

Ms. Wills holds a Master of Health Administration degree from the Medical College of Virginia, Virginia Commonwealth University, and a Bachelor of Science in Management from Clemson University.
