L. Richard Fischer's practice focuses on retail financial services, privacy and data security. For over 35 years, he has advised a wide variety of companies, including banks, retailers, insurers, technology and other companies across the United States on the full range of financial services, payment system and data security issues. Fischer's practice has a special emphasis on privacy, e-commerce, technology and joint venture issues. He is a recognized expert on Washington legislative and regulatory issues.



Fischer has written and spoken extensively on many aspects of financial services law and privacy and has lectured on these subjects at several law schools. He is the author of a treatise on privacy and information practices entitled The Law of Financial Privacy (3rd ed.), published by A.S. Pratt & Sons.



Fischer has been named one of Washington's top banking and privacy lawyers by the Washingtonian magazine (2004); he also is listed in the Best Lawyers in America (2006GÇô2009) and Washington DC Super Lawyers (2008) as a leader in the field of banking law. He was named in the Chambers USA guide to America's leading business lawyers as a leading lawyer in financial services law (2006GÇô2008) and in privacy and data security (2008).

Fischer became a partner of Morrison & Foerster in 1976.
