US/ Americas Regional Data Privacy Officer

Walter Delacruz is the US/ Americas Regional Data Privacy Officer at Deutsche Bank AG, New York Branch, which he joined in January 2014. Prior to this position, he was of counsel at the law firm of Moses & Singer LLP in New York City, where he was a member of the firm’s Intellectual Property, Global Outsourcing and Procurement, Advertising, and Privacy and Cyber Security practice groups.  In prior positions, he was senior counsel in the Technology and Intellectual Property Group at Citigroup, Inc., and was senior counsel for Legal and Regulatory Affairs at Omnipoint Communications, Inc. (now T-Mobile USA, Inc.) He has also worked in New York City government in technology and telecommunications positions including as Assistant General Counsel/Director of Cable Television Franchises at the NYC Department of Information Technology and Telecommunications.   Walter has extensive experience in data privacy law and IT/IP legal advisory services in the financial services, telecommunications, and health care sectors. In his law firm and in-house positions, he has been the designated SME regarding technology-related transactions involving software licensing, technology hardware procurement projects, and technology services agreements. He has also advised clients regarding complex business process outsourcing agreements involving data protection and data privacy related matters and regulations, including requirements for complying with GLBA, European data protection/ data transfer rules, HIPAA, PCI, and COPPA). He is a graduate of Yale University and Columbia University Law School and is admitted to practice in New York.  He is a member of the International Association of Privacy Professionals (IAPP).
