Senior Associate Privacy and Civil Liberties Officer

Karen Dunkley is a Senior Associate Privacy and Civil Liberties Officer in the Office of Privacy and Civil Liberties at the Central Intelligence Agency (CIA). She supports the Privacy and Civil Liberties Officer (PCLO), the principal advisor to the Director of the CIA and other senior Agency officials on privacy and civil liberties matters. Karen helps ensure privacy and civil liberties protections are integrated into the policies, procedures, programs, and activities of the CIA. She is a member of the Committee on National Security Systems (CNSS) Sub-Working Group (SWG) and the Privacy SWG, responsible for the updates to CNSSI 1253 and the Privacy Overlay, respectively. 

Karen began her career as an Assistant DA in Brooklyn and later gained expertise in criminal defense and civil litigation. She holds a B.A. from Hampton University and a J.D. from the University of Wisconsin Law School.
