Vitelio Ruiz Bernal has a Law Degree from the Universidad Panamericana, Mexico City campus. At the moment, he is enrolled in the Master of the General Data Protection Regulation for the protection of personal data held by private parties from the National University of Distance Education. Also, he studied a Diploma Course in Privacy, Regulation and Data Governance from The Center for Economic Research and Teaching; and a Diploma Course in Information Technology Law, from the Institute of Legal Research of the UNAM, 2012. Currently, he works as Verification Director at the General Directorate for Investigation and Verification of the Private Sector at the National Institute for Transparency, Access to Information and Personal Data Protection.



Among other professional activities, he has been a Visiting Professor at the Diploma Course in Transparency and Access to Information from the Center for Graduate Studies in Law; Visiting Professor at Master in Law of Information and Communication Technologies from INFOTEC; is co-author of the book “Puebla la Otra Batalla”, The Protection of Private Life in Natural Disaster Situations and Contingency and Co-author of the Article Obligation to notify the authority in the case of security breaches regarding personal data differences between public and private sectors, published in the Research Journal of the Escuela Libre de Derecho.
