About the IAPP

Noboru Kitayama is a senior associate at Mori Hamada & Matsumoto. He practices data protection law. He was seconded to the Japanese Government’s Personal Information Protection Commission where he was involved in negotiations with the European Commission on behalf of the Government of Japan to achieve an adequacy decision by the Commission under the GDPR. He has also advised on the interpretation of the Act on the Protection of Personal Information. He has a long list of publication credits regarding data protection.
